The Stiftung Auffangeinrichtung BVG is a pension institution set up by the federal government to close gaps in the occupational pension system. It takes on individuals and businesses not affiliated with any other pension fund, and it also runs vested benefits accounts for balances from the second pillar. Granting mortgages itself is not part of its mandate.

For financing home ownership, the foundation matters through the vested benefits balance. Under home ownership promotion rules, this balance can be withdrawn in advance or pledged to the financing bank, for example to buy an owner-occupied apartment or house, or to pay down an existing mortgage. Anyone holding such a balance with the Auffangeinrichtung deals directly with the foundation for payout or pledging. The website is available in German, French, Italian and English.
